In 2022, Loire Forez agglomeration (LFa) embarked on a strategic reflection to bring out an inter-municipal cultural policy appropriate by the region’s stakeholders. A support mission was proposed by the Laboratoire d’usages culture(s) art société (LUCAS), one of the objectives of which was to promote the emergence of a Territorial Cultural Project (PCT) co-constructed with the actors and resources of the Loire Forez
